Assistant Engineering Director
In his role as Assistant Director of Engineering in GAI’s Florida Water Division, Charlie draws on nearly four decades of experience to help guide his team in the planning, design, and construction management/inspection services for water, wastewater, water reuse, and stormwater infrastructure for municipalities, utilities, and developers.
His broad engineering background includes more than 33 years with the Orlando Utilities Commission, where he was responsible for managing the full lifecycle of large capital projects across diverse utility operations including power generation, transmission, distribution, wastewater systems, landfills, large-scale remediations, environmental compliance and lobbying, endangered species, and controlled burning. His responsibilities included selecting engineering firms, negotiating contracts, approving designs, securing permits, managing RFPs, overseeing construction and startup, and more with the goal of delivering projects on time, on budget, and built to specifications.
Charlie is a certified Professional Engineer and certified Burner in the state of Florida. He holds Bachelor of Science degrees in mechanical engineering, zoology, and botany from the University of Idaho
