Matthew has more than 20 years of experience delivering transportation, water and wastewater, stormwater, and other public infrastructure projects. As a project manager and engineer-of-record, he leads multidisciplinary assignments from planning and permitting through design and construction support. His expertise includes roadway and utility design, drainage, complete streets, streetscapes, shared-use trails, transportation planning, and traffic engineering.

A professional engineer licensed in Florida, Matthew has contributed to major design-build transportation improvements, water and sewer relocations, coastal corridor reconstruction, stormwater systems, pedestrian and bicycle facilities, and urban redevelopment projects across the state.

Matthew holds bachelor’s and master’s degrees in civil engineering from the University of Florida and is a member of the American Society of Civil Engineers.
