Dale (Skip) Francis, PE leads the New York State Site/Civil group at GAI affiliate Creighton Manning. Skip brings more than three decades of experience in civil engineering, project management, consulting services, and heavy construction contractor operations to support a variety of land uses including data centers and other large industrial projects.

Responsible for land development project design, permitting and regulatory approvals, and municipal engineering, Skip leverages a strong background in sketch planning, environmental review, civil/site design development, agency permitting, and construction support for a range of initiatives.

Skip is a licensed Professional Engineer in New York and Indiana and holds a Bachelor of Science degree in civil engineering from Purdue University.
