In his role at GAI, Stephen helps advance GAI’s corporate legal strategy while supporting the business across a broad range of legal matters. He provides strategic legal counsel to executive leadership, corporate departments, and project teams; oversees legal and contractual reviews; manages claims and dispute resolution; and helps mitigate organizational risk in collaboration with our insurance providers and internal stakeholders.

Stephen brings more than 15 years of experience providing legal services in the architecture, engineering, and construction industry. Before joining GAI, he served for three years as Assistant General Counsel at Michael Baker; prior to that position, Stephen served as a construction lawyer in private practice with law firm Troutman Pepper LLP, where his focus included drafting and reviewing agreements, negotiating terms and conditions, managing project disputes, and supporting active litigation arising out of construction projects.

Stephen holds a JD from The College of William and Mary Law School and a Bachelor of Arts in History and German from Washington & Jefferson College.
