In his role at GAI, David supports water, wastewater, and utility infrastructure projects, focusing on pipeline design and trenchless installations. With nearly 30 years of experience, he manages projects from planning and feasibility through design, permitting, and construction support, helping clients address complex routing, constructability, and regulatory challenges. David’s project background includes large-diameter pipelines, horizontal directional drilling, condition assessments, pump stations, treatment facilities, and civil/site design across the U.S. and internationally.

A professional engineer licensed in Florida, Georgia, and South Carolina, David holds a BS in Civil Engineering from the University of North Florida, as well as an AS in Civil Engineering Technology and a drafting diploma from Savannah Technical College. He is a member of the Water Environment Federation and American Water Works Association.
