Orlando, FL—GAI Consultants, Inc. (GAI) announced that Charles Doud, PE joined the firm’s Community Infrastructure group as an Assistant Engineering Director based in GAI’s Orlando, FL office. Charlie brings extensive prior experience in the oversight of permitting, design, and construction of large-scale facility infrastructure and infrastructure modification projects. Most recently, Charles served as a Senior Professional Engineer for the Orlando Utilities Commission (OUC).

Charlie’s experience also includes development and implementation of environmental compliance programs; water treatment and control; permitting, due diligence, and compliance for linear facilities; modification of certification licenses to allow construction and operation of major facilities; negotiating permit requirements with regulatory agencies; management of large-scale remediation projects; activation, closure, and operation of CCR landfill; influencing proposed State of Florida legislation for environmental regulations on Florida utilities; and endangered species management.
Charlie holds bachelor’s degrees in mechanical engineering, zoology, and botany from the University of Idaho and is a registered Professional Engineer in Florida.
