Tampa Market Report & Opportunity Zone Prospectus Overview

The City of Tampa retained GAI Consultants’ Community Solutions Group (CSG) to create a market report, opportunity zone prospectus, and conceptual marketing plan to highlight and promote the City’s 18 opportunity zones within its five defined sub-districts: the Urban Core, East Tampa, West Tampa, Drew Park/Airport, and the University Area.
The purpose of the market report is to help the City and interested third parties understand complex, market-driven statistics, performance indicators, and historical trends occurring within Tampa as a whole. In addition, the opportunity zone prospectus serves as a tool to promote and market the City’s opportunity zones, while understanding their current socioeconomic and existing market conditions and providing insight into potential redevelopment and investment opportunities within each of the five unique sub-districts. The prospectus also includes GAI’s Investment and Redevelopment Opportunity Index (ROI) model, which identifies potential investment and redevelopment properties located within Tampa’s five sub-districts. Moreover, through extensive community and stakeholder engagement efforts, CSG collaborated with the City of Tampa and Fluent Group to develop a conceptual marketing plan.
This plan focused on several key recommendations, including public education initiatives, capacity-building measures, enhanced community engagement through a technical assistance seminar, and organizing an investor and developer pitch conference which would highlight each targeted Opportunity Zone within the City. Today, the City of Tampa staff and economic development partners have actively utilized these documents to aggressively promote the City’s benefits and robust economic climate, as well as attract interested parties to invest and develop within its Opportunity Zones.
The Market Report was updated in 2022 and 2025, and the data from both the Market Report update and the Opportunity Zone Prospectus, as well as the Conceptual Marketing Plan, have been incorporated into an interactive platform on the City of Tampa’s website.
