When a new data center or other mission-critical facility is ready for operation, the expectations are simple: everything should work, teams should know what to do, and the owner should feel confident in what has been delivered. Commissioning supports those expectations by checking key systems, bringing project teams together, and creating a clear record before operation begins.

Commissioning provides independent, objective validation of facility performance. Yet none of these documents prove that a facility’s systems will perform as required under actual operating conditions or during failure events. Objective validation of integrated system performance calls for a structured and executed commissioning program, supported by documented test results and measured against defined acceptance criteria. For an owner committing significant capital to a data center / mission-critical facility, that level of validation is essential.
Commissioning can protect the schedule. Conventional wisdom holds that commissioning is something that happens at the end of a project. In practice, commissioning programs that begin at the end of a project often extend the project schedule. This is because issues that could have been identified and resolved during design or installation are instead discovered during functional testing, when they are far more expensive and time-consuming to fix. A commissioning program that begins during the engineering design phase, with design reviews and pre-functional verification during construction, helps support identifying and resolving issues earlier, which can lower the cost of addressing potential concerns without compromising the overall project timeline.
Commissioning may limit owner liability and dispute exposure. If a system fails after turnover and if a dispute arises over whether the system was installed correctly, programmed correctly, or accepted with known deficiencies, the commissioning record can help establish what occurred and provide objective documentation of system performance at acceptance. A Final Commissioning Report, with documented test results, NCR history, issue log closeout, and Owner’s Project Requirements (OPR) compliance matrix, provides a well-documented record of the facility’s condition at the time of owner acceptance. Without it, questions may remain about the state of the installation throughout design and construction.
Commissioning is growing as a mandatory requirement. Commissioning is no longer just a “best practice” that sophisticated owners choose to implement. For Leadership in Energy and Environmental Design (LEED)-certified facilities, Fundamental Commissioning and Verification is a prerequisite, while Enhanced Commissioning (ECx) can contribute additional certification value. For facilities seeking Uptime Institute Tier certification, a documented commissioning program is a certification requirement. For projects delivered to major hyperscale cloud providers, commissioning programs must meet proprietary owner standards as well as rigorous industry standards. For facilities subject to National Fire Protection Association (NFPA) 110 safety standards, generator acceptance testing is a code-mandated activity. The question for most owners is no longer whether to commission, but whether their commissioning program is rigorous enough to withstand scrutiny.
Commissioning sets up operations for success. A facility that has been properly commissioned arrives in the hands of the operations team with a comprehensive record of how systems were installed, how they were tested, their performance parameters, and recommended response actions. Operations and Maintenance (O&M) manuals are reviewed and verified; the Final Commissioning Report is completed and submitted for acceptance; the Computerized Maintenance Management System (CMMS) is populated with validated asset data and preventive maintenance schedules; and the operations team has been formally trained on commissioned systems. From an operations standpoint, the difference between a commissioned facility and an uncommissioned facility is the difference between beginning operations with a well-defined map and beginning without one.
