Stephen has experience in a full range of substation projects from equipment replacement to large, intricate, multi-year substation expansions. At Pepco, he directed an organization of more than 50 technical supervisors, engineers, and designers on P&C, physical design, procurement, financials, construction support, and project close-out. Stephen is highly proficient in substation equipment specification and evaluation, as well as witness testing and implementation.
