GAI provided design engineering services, including survey, watermain system design, construction documents, and permitting for the replacement of 24,000 linear feet of 8-inch-diameter and 12-inch-diameter water mains, as well as water service lines and appurtenances, for 4 Pittsburgh Water and Sewer Authority (PWSA) water service areas. The service areas included the Highland Park, North Side, Homewood, and Lincoln-Lemington-Belmar neighborhoods within the City of Pittsburgh, and Evergreen Road, in Millvale Borough.

GAI performed site investigations, prepared construction drawings, assembled construction estimates, and wrote construction specifications for each neighborhood. Curb boxes and public service laterals were designed for the individual residential and commercial customers along the proposed replacement routes. Service line record files were evaluated to determine the extent of required private service line replacements. As many of the water main locations are in older residential neighborhoods with on-street parking and concrete pavements, project challenges included developing designs for the connections and the main line excavations that utilized minimal pavement replacements. GAI also set the locations of new stormwater catch basins across the project areas to replace outdated/damaged storm structures.

GAI obtained permits and approvals required by City of Pittsburgh Department of Mobility and Infrastructure, PennDOT, and the Allegheny County Conservation District; as well as provided easement evaluations, railroad coordination and permitting, service line material evaluations, full or partial water service replacement, stakeholder coordination, and bid phase services. The design plans included water main plan and profiles, construction phasing plans, E&S plans, restoration plans, traffic control plans, and construction details. GAI is maintaining engineering oversight through continuing engineering services during construction.
