City of Casselberry, Water and Wastewater Mains Replacement Overview

The City of Casselberry, Florida, contracted GAI to provide design, permitting, bidding, and construction administration services as part of the City’s proactive initiative to replace its aging water and wastewater infrastructure. Serving as an extension of Casselberry Public Works & Utilities Department staff, the GAI team is currently working on two potable water distribution system and wastewater force main improvement projects detailed below. In addition to avoiding water service disruption, environmental impacts, and risk of contamination, these upgrades will aid in continued delivery of safe, reliable drinking water for residents, while promoting the well-being and sustainability of the community and its natural surroundings.
Northgate Phase 2 Water Main Replacement involves the replacement of a residential water distribution system consisting of approximately 9,000 LF of water mains in a 40-acre area within the Northgate residential neighborhood. Pipe sizes range from 2 inches to 12 inches, and materials include galvanized steel, PVC, and asbestos cement (AC). New/replacement water mains will be installed primarily via traditional open-cut methods, with road crossing sections via horizontal directional drilling (HDD). Site restoration and landscaping will be key elements in this project as the design phases continue.
Winter Woods Force Main Replacement involves the design of a new 6,300-LF, 12-inch high-density polyethylene (HDPE) force main to replace an existing AC force main running within backyard easements of residential neighborhoods, apartment complexes, commercial properties, and FDOT right-of-way. The new force main will be installed via HDD for the majority of the alignment along two neighborhood streets within Seminole County right-of-way, and along the western FDOT right-of-way of SR 436 (Semoran Boulevard).
GAI’s scope of work for each project includes survey; geotechnical and subsurface utility engineering (SUE) investigation; field evaluation; conditions assessment; hydraulic modeling review; preliminary, 60%, and 90% design reports; and bid set drawings and specifications. Other tasks include right-of-way utilization, permitting through FDOT and FDEP, utility coordination, public involvement, and bidding assistance. Construction administration services include serving as Engineer-of-Record, shop drawings review, review and approval of contractor monthly payment applications, RFI response, technical reviews, monthly progress meeting attendance, and site visits.
