During the course of the study, GAI determined that the City’s water/wastewater user rates and charges should meet a number of goals and objectives that included conservation initiatives and public understandability. These goals and objectives, and capital funding, were considered with utmost priority during the course of developing proposed rate structure modifications and rate adjustments. New impact fees were phased-in over a two-year period and an impact fee credit was recommended for customers/developers who met specific conservation criteria.
