County NBIS Agreements for Locally Owned Bridges with PennDOT Oversight Overview

Clearfield, Lawrence, and Washington Counties, PA

Under various continuing service agreements, GAI’s team of certified inspectors has been providing National Bridge Inspection Standard (NBIS) safety inspections of bridges for PennDOT Districts and Counties throughout Pennsylvania.

  • Washington County: GAI performed NBIS safety inspections and analyses for 108 bridges in Washington County under a 5-year service contract with the County. Highlights of the project included NBIS Routine and Interim inspections; Initial inspections of 10 new bridges not in PennDOT’s BMS2 management system; Special inspections for emergency damage/flood conditions upon request; and bridge analysis, load rating, and load posting recommendations as needed in accordance with current PennDOT Publication 238 guidelines. GAI coordinated with Washington County to prepare and implement high-priority Plan of Action (POA) documents for recommended bridge repairs, and provided POA support and implementation verification.
  • Clearfield County: Under a 5-year contract with PennDOT District 2-0, GAI performed NBIS safety inspections of various County-owned bridges in Clearfield County. GAI’s inspection team completed 78 bridge inspections, 7 load ratings, and 10 Priority Code letters. These Priority Code letters identified safety or structural deficiencies which included inadequate bridge railing, missing load posting signs, imminent wingwall failure, and serious beam deterioration. Each deficiency required a 7-day or 6-month corrective implementation, depending on severity, to ensure the continued safety of the traveling public.
  • Lawrence County: Under a 5-year contract, GAI provided 237 NBIS safety bridge inspections, along with engineering services, to PennDOT District 11-0 for 60 locally owned bridges in Lawrence County. Highlights of the project included NBIS Routine and Interim inspections; Initial inspections of 25 bridges not in PennDOT’s BMS2 management system; Special inspections for emergency damage/flood conditions upon request; and bridge analysis, load rating, and load posting recommendations as needed in accordance with current PennDOT Publication 238 guidelines. GAI worked with PennDOT, the County, and local Townships and Municipalities to establish bridge ownership in order to prepare and implement high priority Plan of Action (POA) documents for recommended bridge repairs. GAI also provided POA support and implementation verification.
