Dixie Stormwater and Streetscape Design Overview

GAI’s involvement with this stormwater management improvement and corridor re-envisioning project for Martin County, Florida, stemmed from the Hobe Sound Community Redevelopment Agency (CRA) Dixie Highway Conceptual Plan, which GAI successfully delivered for the County in 2023. GAI has a decades-long track record of serving as an extension of staff for Martin County under various Continuing Services agreements.

Once the Dixie Stormwater and Streetscape Design project is completed, the corridor will be transformed into a vibrant streetscape destination that safely accommodates traffic, provides wider pedestrian walkways, and offers adequate parking for businesses and residents.

GAI is providing preliminary and final design services for the reconstruction of approximately 0.5 miles of the SE Dixie Highway Service Road and Plutos Avenue, from SE Bridge Road to Saturn Avenue, including all adjacent side streets. Streetscape elements include a new festival plaza located between SE Adonis Street and SE Olympus Street, construction of a railroad park for the Hobe Sound Historic Train Station, and the realignment of the alley and dumpster enclosures within the project site. Lighting upgrades will feature historic-style fixtures and festival lighting.

The stormwater collection system within the project area will be connected to a regional outfall at Greenfield Park, which discharges to the Indian River and will serve a 280‑acre portion of the Southern Hobe Sound CRA. Existing South Martin Regional Utility (SMRU) potable water and force mains will be relocated to accommodate the streetscape improvements.

The project also includes roadway reconstruction, on-street parking, widened sidewalks, upgraded mid-block crossings, raised intersections, enhanced landscaping, additional shade trees, and irrigation. These improvements will require permitting from the South Florida Water Management District (SFWMD), U.S. Army Corps of Engineers, and the Florida Department of Environmental Protection (FDEP). GAI will coordinate design and construction phasing with the County’s Construction Manager at Risk (CMAR) contractor.
