CEI Services for the Hart Bridge Expressway Ramps Realignment & Talleyrand Connector Project Overview

GAI provided construction engineering and inspection (CEI) services to the City of Jacksonville for the $29 million Hart Bridge Expressway Ramps Realignment & Talleyrand Connector project in the city’s downtown. A three-quarter-mile section of the bridge’s existing elevated on-ramps were replaced with ground-level approaches to accommodate the expansion of the nearby sports complex. Unique aspects to this project included remediation of contaminated soils, water main and sewer main construction, roadway construction, MSE walls, AASHTO Type V girders, steel plate girders, 72-inch Florida I-beams (FIB), and deck pours. Construction was performed over multiple phases, with detours and ultimately a new traffic pattern—requiring significant coordination with the City of Jacksonville, the local Sheriff’s Office, and the stadium’s event manager through the duration of this high-profile project in a high-volume location.
The project won the 2023 Florida Transportation Builders’ Association (FTBA) “Best in Construction” award in the Local Agency Program (LAP) category.
