GAI’s Community Solutions Group has completed the 2022 Strategic Action Plan update for the East Tampa Community Redevelopment Area (ETCRA). The ETCRA is Florida’s largest CRA—spanning over 4,000 acres, 13 neighborhoods, distinct business and industrial districts, and home to 38,000 residents. The updated plan reflects alignment among the ETCRA, community, and City around 10 strategic action themes designed to improve quality of life and economic opportunity for all.

The process featured extensive community engagement during the challenges of the COVID pandemic, including virtual sessions, interactive website tools, surveys, interviews, outdoor events, and 13 Saturday morning walking tours in each neighborhood. Community input shaped actionable ideas—particularly in housing and organizational strategies—that began implementation even before the plan’s completion.

The 10 strategic themes and actions have been shared with the community, with video presentations and downloadable graphics. GAI also led a review and strategy for Tampa’s Opportunity Zones, which include much of East Tampa.
