Clay County General Engineering Services for Planning and Design Overview

Under a 4-year agreement with Clay County, Florida, GAI has been providing multidisciplinary professional services involving the design, planning, and delivery of transportation and infrastructure improvement projects. These projects have included intersection improvements, trail design, dirt road paving, corridor studies, boardwalk design, and drainage improvements. These projects are key to addressing Clay County’s rapid growth, with the goal of increasing safety, multimodal connectivity, and quality of life for residents, commuters, and visitors. The GAI professionals delivering these services include roadway, drainage, and structural engineers; environmental scientists; surveyors; graphic designers; inspectors; and many more. The following are pedestrian/trail projects completed by GAI so far, with a focus on improving safety:
- Live Oak Lane Shared Use Non-Motorized (SUN) Trail and Paving – GAI provided design services to pave 1.5 miles of Live Oak Lane in Middleburg, Florida, and to construct a multiuse trail that meets SUN Trail criteria. The project is being funded through the FDOT Local Agency Program (LAP), and is part of the planned Northeast Florida Greenway, a trail network that will eventually connect the Jacksonville Equestrian Center north of the Cecil Commerce Center to Gold Head State Park in Keystone Heights. Key activities included survey and right-of-way mapping; significant public involvement; right-of-way acquisition, coordination with the Florida Park Service/Jennings State Forest; utility coordination; and permitting through the St Johns River Water Management District.
- Ronnie Van Zant Park – This County-owned regional park includes a variety of amenities, such as ball fields, playgrounds, tennis, disc golf, and an artificial 5-acre fishing pond. Over time, the banks of the fishing pond had become heavily damaged and severely eroded to the point that much of it was unsafe for park users. GAI developed a restoration plan that called for building a timber bulkhead wall around the pond and renovating five existing piers. The plan includes provisions for a future paved path around the pond.
- Black Creek Trail Boardwalk along US 17 on Fleming Island – GAI provided design services for the rehabilitation of a 3,000-foot-long boardwalk on Black Creek Trail along US 17 on Fleming Island. The rehabilitation includes the replacement of the railings and existing decking. GAI’s design incorporated bid options for composite materials or traditional lumber, allowing the County the flexibility to deliver the project within budget.
