City of Jacksonville Beach Infrastructure Improvements – Downtown Redevelopment Area and Adjacent Area Overview

GAI is providing preliminary design, final design, and construction administration services to the City of Jacksonville Beach (COJB) for roadway and drainage improvements within and adjacent to the City’s Downtown Redevelopment Area. As part of the City’s current Capital Improvement Plan (CIP), and in response to increasing development downtown and along the adjacent beaches, COJB has been committed to upgrading its infrastructure to improve the quality of life for residents and visitors. The improvements have been occurring in phases; under the previous CIP, GAI worked with COJB to complete infrastructure improvements during Phases 1, 2, 3A, 3B, and portions of Phase 3C. This current grouping of three projects—Phase 3C, Projects 4 and 5; and Phase 3D, Project 6—are valued at $16 Million in construction costs:
Phase 3C, Projects 4 and 5 involve roadway and drainage upgrades in the respective areas in the Downtown Redevelopment Area bounded by 7th Ave. S. to 11th Ave. S. from 3rd St. S. to the Beach Street Ends, and 4th Ave. S. to 7th Ave. S. from 3rd St. S. to the Beach Street Ends. The project scope includes widening and reconstructing the existing roadways; the addition of sidewalk, curb and gutter, and on-street parking; sanitary sewer replacement; water main replacement; storm drain trunk line and collection system upgrades and paving of the adjacent alleyways.
Phase 3D, Project 6 involves roadway and drainage upgrades in the area bounded by 3rd St., 13th Ave. S., and 16th Ave. S. The project scope includes improvements to sanitary sewer, water distribution, stormwater, roadways, alleys, and beach street ends throughout the area.
From GAI’s previous experience working for COJB—including outfall channel design, roadway design, drainage design, water and sewer reconstruction, CEI services, permitting, utility coordination, and public involvement—the team has acquired significant knowledge and familiarity to exceed COJB’s expectations on these current projects. Designs are currently underway, with construction anticipated to begin in FY2022.
