Madison Avenue Improvements, Phase 3 Overview

GAI, as a subconsultant, provided professional engineering and design services to the City of Greenwood, Indiana, for the third phase of a $12.5 million road diet project along Madison Avenue, from Noble Street to Fry Road. Madison Avenue is one of the City of Greenwood’s major north-south corridors; in an effort to revitalize the downtown, known locally as Old Town, the 1.5-mile roadway corridor was “dieted” from 4 lanes to 2 in 3 phases. The re-envisioned corridor includes pedestrian-friendly sidewalks, cycle track, improved signage, landscaping, including rain gardens and hybrid ditches, and other streetscape enhancements. For Phase 3, the 12-ft-wide multiuse (pedestrian and bicycle) trail continues on the west side of Madison Avenue and eventually splits into a separate 9-ft cycle track and sidewalk as it continues north to Fry Road, and a 6-ft-wide standard sidewalk was added on the east side.

GAI provided all professional services required to complete the Phase 3, including project management for the civil engineering design portion of the project, topographic survey, geotechnical investigations, utility coordination, permitting, and construction documents.

GAI’s design services consisted of roadway, multiuse path, pavement markings, ADA ramps and sidewalk transitions, traffic signals, stormwater/drainage, and the design of two culverts. Rain gardens were used throughout the project area to enhance water quality and to also avoid utility conflicts. Installing traditional inlets would have required relocation of conflicting utilities which would have resulted in schedule delays. In addition, Hybrid ditches were installed along the cycle track to capture runoff from the cycle track and sidewalk runoff.

Phase three was completed in summer 2021 after nearly a year of construction, with a value of about $4.8 million. Encompassing 0.6 miles, it was also the largest segment of the project.
